Atty. Nerissa N. De Jesus brings extensive experience from both the public and private sectors, with expertise in data protection, information technology law, procurement, competition law, corporate transactions, and regulatory compliance.
Before her appointment, she served as Partner and Head of Corporate and Retainer Services at a recognized law firm, advising local and multinational clients in the IT, telecommunications, and business process outsourcing sectors. She led contract negotiations and legal reviews for projects involving software development, cloud services, infrastructure, and managed services—helping clients navigate legal, operational, and financial risks.
In government, she served at the Philippine Competition Commission (PCC) under the Legal Services Division, where she assumed the responsibilities of Acting Deputy Division Chief. In this capacity, she led key initiatives in legislative advocacy, procurement compliance, and legal policy development. She was later appointed Chief of Staff to a PCC Commissioner, where she provided high-level legal and strategic support on competition policy and cross-agency collaborations.
She also served for a brief period as a consultant at the Department of Information and Communications Technology (DICT), where she supported the Office of the Secretary in conceptualizing roadmaps and identifying policy priorities to guide the agency’s digital governance initiatives.
Earlier in her career, Atty. De Jesus handled litigation and advisory work on corporate governance, cybercrime, and online financial fraud. She prosecuted cyber libel and cyber fraud cases under the Cybercrime Prevention Act (RA 10175), and was recognized by the Philippine National Police for her contributions to cybercrime enforcement.
She earned her law degree from San Sebastian College of Law, graduating among the top of her class, and holds a political science degree from the University of the Philippines Diliman.
Atty. De Jesus has built her career at the intersection of law, technology, and governance. She continues to support initiatives that promote data privacy, responsible digital transformation, and public trust in government services.
