NPC implements registration fees and charges, and submission of Sworn Declaration and Undertaking for Exemption from Data Processing System Registration

PASAY CITY, 01 October 2024 – The National Privacy Commission (NPC) announces an upgrade to the NPC Registration System (NPCRS) with the integration of the Schedule of Fees and Charges of the NPC for registration and renewal, outlined in NPC Circular No. 2023-01, alongside the new feature on the submission of the Sworn Declaration and Undertaking (SDAU) for exemption from registration of Data Processing Systems (DPS).

These enhancements aim to streamline the compliance process for PICs and PIPs while reinforcing the NPC’s commitment to promote robust data privacy practices.

Beginning 01 October 2024, all PICs and PIPs are required to pay the corresponding fees to register their DPS and/or renew said registration. The enhanced NPCRS will also facilitate the submission of the SDAU, a mandatory declaration for persons and entities that claim exemption from the NPC’s registration requirement.

The following are the key enhancements to the NPCRS:

  • Schedule of Fees and Charges Integration: PICs and PIPs registering their DPS with the NPC will now experience a seamless process for paying the required fees and other related charges:

  • Submission of SDAU for DPS Registration Exemption: Entities that do not fall under the requirements for mandatory registration and intends to opt-out from voluntary registration will now be able to submit their SDAU to the NPC directly through the NPCRS. This new feature simplifies the compliance process, to allow organizations claiming exemptions to easily meet their obligations through an NPCRS account.
  • Enhanced User Experience: The NPCRS has been upgraded to offer a more user-friendly interface, payment portal, and streamlined workflows for a faster and more efficient registration experience.
  • Data Privacy and Security Updates: The updated data protection implementation in the NPCRS will ensure the confidentiality, integrity, and availability of registration records to the PICs and PIPs.
  • The NPCRS is a web-based portal for the registration of DPS and Data Protection Officers (DPO). The portal allows personal information controllers (PICs) and personal information processors (PIPs), through their DPOs, to comply with the registration requirements provided in the Data Privacy Act of 2012 (DPA) and its Implementing Rules and Regulations (IRR).
