NPC launches Compliance and Security Monitoring Command Center

PASAY CITY, 19 December 2024 – The National Privacy Commission (NPC) officially launched the Compliance and Security Monitoring Command Center (CSMCC) to bolster the Philippines’ efforts in protecting personal data, strengthening its privacy infrastructure, and reinforcing compliance with the Data Privacy Act of 2012 (DPA). The inauguration of the CSMCC was led by Privacy Commissioner Atty. John Henry D. Naga, Deputy Privacy Commissioners Atty. Nerissa N. De Jesus and Atty. Leandro Angelo Y. Aguirre, and NPC Executive Director and Officer-in-Charge (OIC) of CMD Atty. Ivin Ronald D.M. Alzona.

The CSMCC is a state-of-the-art facility that will serve as a centralized platform for the continuous monitoring of data privacy compliance across sectors. The CSMCC is also envisioned to proactively analyze vulnerabilities and provide targeted technical assistance to both personal information controllers (PICs) and personal information processors (PIPs).

Streamlined compliance monitoring

Privacy Commissioner Atty. Naga explained that the CSMCC integrates with the Data Breach Notification Management System (DBNMS), an interface that facilitates easy tracking and faster submission of Personal Data Breach Notifications and Annual Security Incident Reports. This system will enable the NPC to provide real-time updates on breach reports and security incidents which allows for swift and effective management of data breaches.

Additionally, the CSMCC will be linked to the NPC Registration System (NPCRS) which allows the monitoring of registered and non-registered PICs, and submission of Sworn Declarations and Undertakings for exemptions from mandatory registration with the NPC.

“Through the CSMCC, the NPC will be able to more effectively enforce compliance with the DPA and respond to emerging privacy threats,” said Privacy Commissioner Atty. Naga. “As cyber threats and data privacy risks continue to grow, it is essential for the government to take a proactive approach in protecting the citizens' personal data and ensuring that data protection laws are strictly followed.”

Atty. Alzona, Executive Director and OIC of CMD, highlighted that the CSMCC will further improve the operational capabilities of the NPC. “The launch of the CSMCC is a milestone in the digital transformation of the country. It will enable the NPC to make data-driven decisions, track the progress of data privacy compliance, and improve the country’s overall data protection system,” said Atty. Alzona.
