Philippines and Turkiye Forge Landmark Partnership to Bolster Global Data Protection Efforts

Ankara, Türkiye –The National Privacy Commission (NPC) of the Republic of the Philippines and the Kişisel Verileri Koruma Kurumu (KVKK), Türkiye’s personal data protection authority, signed a Memorandum of Understanding (MOU) to strengthen data privacy collaboration and advance global data privacy protection on 11 February 2025.

Professor Dr. Faruk Bilir, President Commissioner of KVKK, and Privacy Commissioner Atty. John Henry Naga of the NPC graced the ceremonial signing in Ankara, Türkiye. The signing was commemorated by a workshop in which the officials of each authority exchanged insights on best practices and challenges in the field of personal data protection, with the aim of fostering collaboration.

President Commissioner Prof. Dr. Faruk Bilir stated that “The Memorandum of Understanding was signed to improve the cooperation in the field of personal data protection between KVKK and NPC, and a workshop was held to share information between the employees of both institutions. We aim to continue our co-operation with the Philippines Data Protection Authority in the future.”

Privacy Commissioner Naga remarked that “Through this MOU, NPC and KVKK acknowledge the significance of a coordinated global response in addressing data privacy issues. This cooperation serves as an opportunity for both the Philippines and Türkiye’s data privacy authorities to leverage each other’s data privacy expertise, experience, and best practices on a global scale. More than that, it reflects our shared principle that safeguarding data privacy cannot be limited by geographic boundaries. The NPC and KVKK will steer our respective countries toward strengthened data privacy regulations.”

Scope of Collaboration

The MOU highlights the commitment of NPC and KVKK to strengthening personal data protection governance. It outlines cooperation between the two authorities in sharing expertise and best practices on data protection policies, education, and training programs. Additionally, the agreement facilitates joint research initiatives to enhance collaboration in the field of data privacy.

As part of this partnership, both authorities will work together to provide mutual assistance in investigating cross-border personal data breaches and other security incidents. The NPC and KVKK also aim to foster strategic cooperation in exchanging information related to organizations found in violation of personal data protection laws.

Through the MOU, it is expected that the NPC and KVKK will continue to lead each other’s country to greater heights in championing data privacy and protection and cement their standing as world-class data privacy authorities.
